WHEN IS THE BEST TIME TO TAKE A ROSE OF SHARON BUSH/TREE OUT??

Presently it is in Full bloom ( the best that it has ever had in 6 years). The bush/tree was planted in an extremely poor spot, very close to a stair way and into other bushes. It has no room to expand & it is very unsafe for anyone using the stairway.
Would like to take it out & put it in a better location with more room to grow.
I live in Western New York, don't know what zone that I am in.
