If the tree that isn't blooming looks healthy then just be patient. I planted 4 Crapes 2 years ago and all have bloomed both years but one. The one that hasn't bloomed made one flower the first year and none this year. Some trees have better root systems that others and their energy is either used on blooming or growing and your tree may need to focus it's energy on growing before it can produce flowers. Regarding the brown crusty leaves, make sure you are only watering in the morning and evenings and not getting the leaves wet during hours of sun.
