First, you must identify the source of the problem. Dig around the althea shrub or observe the base of the plant for bugs. After you find the bug, check out http://www.ortho.com to find the solution. Most underground pests can be controlled with Ortho Orthenex, there is both aerosol and liquid concentrate available. This stuff works wonders, the bugs shrivel up, die, and then the plant is happy again! Have fun.
