dying lilac bushes

Several years ago we had a group of burning bushes that suddenly began dying. The leaves would turn a pale green, become very limp, then eventually turn brown and die. My local landscape company told me that I must have a bacteria in the soil. He told me to dig up the burning bushes and plant a different variety of bushes. I chose lilac bushes. They did well for about two years. This is our third year with the bushes and the same thing is happening to them. Any suggestions for some type of treatment for the bushes and/or soil? Can the soil be tested and if so, what should I have it tested for?
