How do I remove the stump safely?

We Have an over grown Evergreen bush/tree. It was about 10 feet tall and about 4 feet wide. It had many "main branches" coming off the stump. We decided it just had to go and cut it all down. My question is:
How do we remove the stump safely?
There may be our water lines under there and we are wondering if the roots grow that far down or not.
Should we kill the stump before removing it?
If yes with what?
