First, I am assuming you're referring to passiflora (passionflower), the purple, alien-looking flower, vine. Second, passiflora like well-drained soil. If the soil is not well-drained or often soaked, the buds will consequently fall off. Jason, if your plant is not soaked in water, you may want to check for bugs around the buds.
