Powerdy Mildew is a fungus that is spread by the air and splashing water. It engulfs a plant with microscopic spores that make up the mildew (fungus).
To get rid of the problem spray with a fungicide, benomyl works well on lilac. Sometimes if the fungus isn't destroyed, the spores will become dormant over wintertime in the branches and soil around the plant and re-emerge to make your life hell in spring time. What a pain...
Try to spray as soon as possible; any plant store that sells shrubs will have products for mildew. A few products that come to mind are: "Rose pride" funginex: works great on roses and shrubs combined, orthonex, and benomyl.
