wet soil on whole property

: our dream was to have a garden of our own but we are finding that the dream house in the country has extremely wet soil. Even after rototilling several different areas we still come up with muddy soil. Our basement is also wet. We live in a hilly area - there are streams and lakes around us and we live below other peoples property (like the bottom of a hill)
: Is there anyone out there that can give any advice or hope that will be realistic and not cost a total fortune? Would appreciate any input - thanks
