Hi, We just bought a house with drainage issues too. What we have done to remedy them so far (had the house since January) was to add dry wells that are attached to drains placed under the down spouts. We have started to re-grade away from the house and it has helped. I agree with Newt though, if it is new construction the contractor should be responsible for the drainage. If it an older home you should have received a disclaimer sheet from the previous owner that stated if the water ever had water in it, and if anything had been done to remedy the situation. This may not be the case in ever state, but I think it is fairly universal throughout the midwest.
