Arborvitea, how long until they grow?

I planted some arborvitea shrubs, six in a row, on each side of my patio. I planted them about a foot apart hoping they would grow in together. How long, approximately how many years, until they form a hedge. I have zero privacy in my yard and seldom enjoy it due to that. Also no privacy fences are allowed in this neighborhood. I've added a few decoratvie grasses back there..they seem to help should I add a few more if its going to be a while for the shrubs. I just want a place to sit outside without staring neighbors nine feet away.
