The best time to prune would be in late winter or early spring - late February or thru March. Prune any dead wood, any branches that cross so they don't rub and trim 12" to 18" from the ground.

You could do a search at www.google.com and put in quotes with a plus sign like this: "prune" + "weeping cherry".
