Note: He said the PERFECT time. He also knew its not a perfect world. Several sentences later, he said pruning can be done any time. And that's generally true. Ever noticed that professionals, even the absolute best, are out pruning the entire year? On Flowering Cherry pruning, never force it down. Let it build up, and thin from the bottom. The lower you let it drape, the worse the air circulation inside the canopy. If ice is an issue in your area, the earlier in the fall/winter that pruning is done, the better. More limbs means more for ice to cling too - more weight, more damage.
