black walnut tree needs your help, going fast

: I have 2 black walnut trees about 15 feet apart.  The
: one has a full head of leaves and is growing nuts like
: crazy.  The second has leaves on only two branches and
: the leaves seem to be growing out of the limbs not the
: smaller branches.  I live in central Wisconsin and this
: past winter was really cold and long.  My tree would
: appreciate any help it can get.  Thanks in advance
