While pruning my snow fountain weeping cherry today I noticed a white powdery substance heavily caked on the center crown of the tree and on some of the inner branches. It also appears lightly on some of the leaves. The tree looks very healthy right now. What is it and what can I do to get rid of it quickly if it is harming my tree? It almost looks like Woolly Adelgid, but I think that only affects Hemlocks?
