Dying weeping willow tree?

I have a mature weeping willow tree that was frost damaged during the last winter. The damaged limbs were removed by a professional arborist. It started to come back nicely in the spring. Just recently, all the leaves have turned yellow and are falling to the ground. There does not appear to be any new growth. We have had a lot of rain lately as well.. Any suggestions. Is this normal?
