Is it a disease? Or is is the insect related to aphid called "scale" or "scales", usually with an outer part that looks like a shell?

If so, use www.google.com and look up:

scale, insect, control

If that's it, your remedy may be from the garden center, so you may need to go there next with your following questions. Otherwise you will need a tree or landscape service.

There are soap related methods.

But read a garden book, and, or, use that search.
