The plants may not be suitable to grow underneath the canopy of the tree. Too much shade will prevent many plants from growing. Futhermore, some trees actually release a "toxin" into the soil that destroys any plant--but not the tree. I would start with planting shade-tolerant plants like impatiens or astilbe, if they grow then you know that the shade is the problem.
