Run-a-Way Weeping Cherry Tree

I have a Weeping Cherry Tree that is running away. The tree itself is approx. 5 feet tall, but it's branches have grown so long, they are 7 to 8 feet spread on the ground. They are closing in on other shrubs. Is this normal for Weeping Cherry Trees? Last year it did the same. I trimmed the branches back. It seems the branches grow longer than the tree grows tall. An answers, please?
