eliminate trumpet vine

: Hi, my mother-in-law is having a problem with the remains of a trumpet vine. The vine was removed last year but now she has shoots sprouting up through what used to be her front lawn. She had someone rototill the lawn to remove them but they continue to sprout. She has used a chemical that was recommended by a local nursery to no avail. Sorry I don't have the name of the chemical. Anyway does anyone know how she can permanantly get rid of this problem?
