Singapore plumeria help. . . please.

I bought a potted plumeria last fall and I am wondering if it will bloom this year. Its about a foot and a half tall and it has 7 or 8 big leaves on it. I am just not sure if it has to be a certain age or height before I will see flowers. I feed it bloom booster every other week. I still can see new leaves growing out of the center but nothing that looks like flower buds. Any info would be VERY much appreciated. Thanks!
