Hi Mary Lou,
I realize it's been quite some time since you posted this, but if your hibiscus is still alive and you haven't gotten any help by now, but I thought I might help. I'm guessing that this is a houseplant since you are on the tropical forum. I would suggest you use insecticidal soap. It sounds as if you have white fly and possibly spider mites too. You may have mealy bugs. Take a look here to see if you can id what you have going on.
