Starting a first time vegetable garden

Hi, I am new at this but I plan on getting my vege garden started for next year. So far I have picked the spot and now am clearing out the site. My first question is I am planting in soil that is all Sand I am haveing top soil brought in I need to know how much do I lay down I thought 4 to 6" deep. Is this correct or would I need more? Do I need to add anything to my top soil? And when do I actually till my garden this year or right before I plant? Like I said I am really new at all this :-) Ty for responding....
