I have moved roses in the past with good success. I have always cut them back and moved them in the fall. I'm in the south (Georgia), so I don't know if that makes a difference. This winter, I dug up 2 and am going to plant them at another house this spring (very shortly). Both roses are potted outside right now and looking fine. I'm not really an expert in this area. Perhaps I've merely been lucky...
