Hi Red,

The best time to move them would be before the buds start to open and as soon as you can work the soil. That would probably be the first couple of weeks in March for you. One or more of these articles might be helpful. Click on 'All About Roses' and then 'Articles'.

Do make sure they've been well watered a day or two before you dig and the new planting holes are dug and amended before as well.
