In most cases, its due to a variety of conditions.
Some are in better soil. Some have mulch and that has a large affect.
Some people have really hacked hard every few years, where other folks have pruned consistently every year.
And also, those really are small trees, but most people make them into hedges.
Frequently, people shear, or top Photinia in summer, allowing sunburn on the branches before new shoots can grow and shade. This has a significant effect on appearance.
