Raised garden bed over old ivy

: Would anyone be able to tell me how to properly start a raised bed garden over old english ivy?  Do I need to dig out the ivy first, or is it OK to just bury it with dirt?  Is there a herbicide that would be safe to use on the ivy, without harming my tomatoes, peppers and me?  Thanks!
