Why specifically is she worried about the roof run off? Is your roof made of treated cedar or something like that that may contain arsnic?

Many people; especially in low rain areas; collect their run off in rain barrels to use throughout the season.

If you are truly worried you may be able to re-route your gutters or collect the water in a barrell and then just discard it away from the garden.
