Hi Wudwright,
If the vines aren't evergreen, I would think the best time would be in fall, winter or late winter before growth begins. There will be less 'sap' in the vines and, if they are bare of leaves, it will be easier to see what you're dealing with. It's a tedious job and I don't envy you. You will have to pull them off (wear gloves, long sleeves and eye protection) and use a stiff brush to get the 'feet' off the brick. You may also need a soap and water solution to wash the brick. A power wash may also be needed.
